METRO Blue Line Extension (Bottineau LRT)

NOTICE: The Blue Line Extension is having a series of community open houses to provide updates and receive comments on the design plans which have reached a 60% level of detail. Crystal's open house will be at Crystal City Hall on Thursday, March 23 from 4:30 – 7 p.m.
Metropolitan Council is planning the METRO Blue Line Extension, also known as the Bottineau light rail transit (LRT) line, which would run from Target Field station in Minneapolis to the west then north through the cities of Golden Valley, Robbinsdale, Crystal and Brooklyn Park. The Blue Line would have one station in Crystal located at the southwest corner of the intersection of Bass Lake Road and County Rd. 81 (Bottineau Blvd.). The line would provide direct service to downtown Minneapolis, MSP International Airport and the Mall of America. It would also provide connecting service to the METRO Green Line which serves the University of Minnesota and St. Paul with an extension from Minneapolis to the southwest suburbs currently in development. Construction on the Blue Line Extension is expected to start in 2018 with the line opening in 2021.
Open houses on the Blue Line Extension were held on May 28, July 27 and Oct. 19, 2015 at the Crystal Community Center, and on Jan. 14 and Feb. 16, 2016 at Crystal City Hall. The project completed the municipal consent phase in March 2016 including plans at a 15% level of design detail. The city's public hearing on municipal consent was on Feb. 16, 2016 and the City Council adopted this resolution on Feb. 29, 2016. The resolution states that the City chooses to neither approve nor disapprove the municipal consent plans, which means that the plans are deemed approved under state law.
As of fall 2016 the Blue Line Extension plans have progressed to a 30% level of design detail and Metropolitan Council is submitting its application to the Federal Transit Administration for approval of the proposed 50% federal share of the project cost. The city has continued to work with the project office and Metropolitan Council to resolve the issues of concern and necessary project elements described in the Feb. 29 City Council resolution as the design progresses through more detailed phases. Please note that the proposed pedestrian bridge over County Rd. 81 (Bottineau Blvd) for the Bass Lake Rd. station has not been included in the Blue Line Extension project. Please see the city's Sept. 12, 2016 letter to Metropolitan Council on this subject.

Bass Lake Road Station Area Planning
Beginning in 2015, Hennepin County and the City of Crystal collaborated on a land use plan for the area around the Bass Lake Rd. station. Community meetings were held in September and November, 2015 and January 2016. The final report was completed in July, 2016. Click here to view materials related to this plan.
